That is absolute crap. I'm sure some people who have a fishing license but do not really fish hard like most of us do, or that need the money will take the deal, but I don't think these "fishermen" represent the majority of offshore fishermen. Most of us spend at least that in a single trip when you factor in bait, gas, and travel especially if you are not splitting costs with anybody. Even when we split costs we are at $500 in a few trips. I can see this "study" coming back to haunt us all soon.
